Carol is a fierce advocate for healthy living initiatives that will cut the health risks that Texans face, thereby cutting the amount of spending we incur on behalf of the 6 million Texans that currently do not have health insurance.
Carol has passed or authored bills that would have eliminated artificial trans-fat from Texas restaurants, required structured physical activity for Pre-K students in school all day, and banned the known carcinogen BPA from plastics sold in the state. Carol also joint authored HB 5, the Smoke-Free Texas bill that would have eliminated secondhand smoke in most public workplaces. While on Houston City Council, Carol sponsored a similar law that earned unanimous approval among her colleagues, Democrat and Republican.
Because of her extensive knowledge about municipal government, Carol was appointed to the House Urban Affairs Committee, where she continues to advocate for basic services for neighborhoods and for the brave police officers and fire fighters of Texas. Carol's also serves on the influential Land & Resource Management Committee that oversees property owners' rights and the Redistricting Committee, which is responsible for the redrawing of all legislative boundaries in Texas, Federal and State.
Carol is actively involved in several charitable endeavors including collecting women's clothing for Dress for Success, raising money to improve Houston's parks and most recently, traveling across Texas on a bicycle with the Rise Across Texas Challenge, an 850-mile trek to awareness for the Rise Schools, which serve children with developmental disabilities. Carol currently serves on the Board of Directors for the National Association of Latino Elected and Appointed Officials and the Sunshine Kids Foundation, which provides a variety of programs to children receiving cancer treatments.
Previously, Carol worked as a Senior Executive Assistant to Houston Mayor Lee P. Brown, as a legislative assistant to Congressman Gene Green in Washington D.C. and as an economic and community development consultant for the neighborhoods of the East End. Carol is a two-time graduate of the University of Houston, with a Bachelor's in Political Science (1992) and a Masters in Business Administration (2008). Carol is a proud homeowner in the Idylwood neighborhood of Houston's East End and attends St. Alphonsus Catholic Church.
